I did not know the implications of the sanctions by the CBN until I wanted to make a purchase from an app using google play store. I tried so many times and I kept getting 'incorrect card details' error when I was sure I put the right details in. So I contacted Fidelity bank and they confirmed that my details were correct, but that I cannot make purchases with my Naira debit MasterCard from ANY foreign site anymore, due to the CBN rules, and that I can only buy things from Nigerian sites. That explained the reason why I also could not buy a replacement cord from Amazon for my beats by dre headphones.
I've already gotten a new cord from a friend, but I really need to purchase that feature in the app, I've been using the app for up to a year now but all of a sudden i can't anymore due to these new rules.

Unless this is a recent development, I surely did use my naira MasterCard for international transaction last week bibalso used my naira MasterCard to open a PayPal acct and used it for online purchase. The thing is that u have to make sure u have money that can cover ur purchase in ur current account. Savings account doesn't work (at least for gtb MasterCard).

That is most likely the problem. Transactions on naira MasterCard are always done on current acct. I remember when I wanted to open PayPal acct, my card was declined until I transfered the required money from my saving to current acct before it was accepted. In my case every charge on my card (both local and international) are charged to the current acct. U can only use savings acct when paying via POS.
