Of recent Lagos discovery about 5 oil well, 4 was approved by the federal government while the other was said to belong to a "Nautical miles" which invariable means it does not belong to that zone but to the federal government.


But in the real sense, Nautical miles is just a measurement between two point which is used to determine points on map. (This is based on my own understanding)

If Lagos as exceeded the required Nautical miles based on oil exploration, what is the determinant for a nautical miles per zone?
