I see you plan getting a degree in Civil Engineering ...that is a good one,
There are private construction companies as well as govt ministry of works where a civil engineer can be employed.You can as well decide to be your own man by handling contracts on your own ,this is usually after gaining a level of experience under the supervision of an already experienced engineer..

So to answer your question,Yes you can ..
Just take your studies serious when you get in ,some schools offer specialisation in structural engineering(building of houses), transportation engineering(roads ,trains), Water resources engineering(general water works ,dams ,bridges,etc)
