Good to you all, please my boss just sent me this message and I need to act fast. But i dont know what to start with. My skills are;
HTML, CSS, PHP and C#.

The task is;

Citizens Report System- for prompt delivery.

Please start with basic services ( with communications in Yoruba & English) that enable
(i) Ability to fill a form of complaint in which complainant can choose MDA concerned (if known),
(ii) leave contact details ‎if desired (iii) give title to and type out complaint
‎(iv) Send email to report or make complaints
(v) send pictures
(vi) send audio and or video clips
(viii) response posted on the portal for public viewing & and possibly sent to complainant
Also provide administrative access for at least three people to view submissions


So, I want suggestions on how best I can handle the task. Suggest scripts, frameworks and other things. I HAVE JUST A WEEK!

Exactly, I just want information on framework that can best handle the job, especially the video and audio aspect of it. Thanks

It depends on how good you are:

if you are very good with php then you can easily do the Job using the laravel framework(Very awesome framework)

else if you are very good with C# then the choice stack would be Asp.net Web Api and angular js with SqlServer database

you can easily upload those video and images files to a folder on the server and then store the relative path in the database
