TayserMahri: Have you guys seen the size of Turkana. It's literally Nairobi with it's metros plus Narok and Makueni, with barely a population of 700k people. Most of the people live in towns like Lodwar and not anyone starves here. So it's quite shocking to see people say that 1million people are starving in Turkana. To add on that, a lot more towns and centers seems to come up since the construction of Kitale Lodwar road (which is still being contracted). The once villages are building hotels and restaurants for the travellers. Which is a nice move the right way. 3 Likes |

That is key difference btw federalism and devolution (the path we choose). US is federal republic like Nigeria. Germany has devolved power. That is model kenyan borrowed. Counties (rather than states) have limited powers. They cannot for example impose sharia law. I think it depend on what they are ranking. Kenya has one of leanest forces in Africa. We have about 24,000 well-paid, well disciplined and most proffesional armed forces. Smaller countries like Uganda have 45,000 - South Sudan I think has more. ---- Nigeria has what - 1M soldiers - all poorly paid - like the Ethiopia. Kenya military has always done it's job well, has not overthrown civilian rule and we don't have Boko Haram internally creating refugees like Nigeria. Out of around 50 gov functions - we have devolved 17 - including health, agriculture, pre-schools, county roads, etc. Agriculture, including crop and animal husbandry, livestock sale yards, county abattoirs (slaughterhouses), plant and animal disease control, and fisheries. County health services, including, in particular – county health facilities and pharmacies, ambulance services, promotion of primary health care, licensing and control of undertakings that sell food to the public, veterinary services (excluding regulation of the profession which is a national government function), cemeteries, funeral parlours and crematoria, and refuse removal, refuse dumps and solid waste disposal. Control of air pollution, noise pollution, other public nuisances, and outdoor advertising. Cultural activities, public entertainment and public amenities, including – betting, casinos and other forms of gambling, racing, liquor licensing, cinemas, video shows and hiring, libraries, museums, sports and cultural activities and facilities, and county parks, beaches and recreation facilities. You cannot just devolve power without building capacity. Even getting here - devolution - is a big struggle. Counties have big function in Health and Agriculture - and the consensus seem to be they have really struggled. Why would you want to load more functions when it has no capacity. Or you want to end up with Nigeria where salaries & pension areas are the norm, gov services are totally absent and the works. I think you're generally disingenuous and dishonest -coz you're politically frustrated by Raila inability to win power. What we need in Kenya - is to slowly entrench devolution - and to keep loading more functions that are better done there - for example - we can devolve school infrastructure - counties are better placed to handle that. we also need to unload some functions - for example doctor and nurses recruitment & salaries are probably better handled by national commission like TSC - we can leave the counties to handle hospital infrastructure and stoking of medicine - but I think they simply cannot handle nurses and doctors! cossano: 2 Likes |
