Tanzania don't borrow to pay salaries. All salaries are from our revenues and public servants gets it on time each month

I think you understanding of economics is at best rudimentary. Concentrate on clay matters.
1) GDP to Debt
2) Debt servicing to Revenues.
3) Quality of debt.

Now let me school you a little bit. Kenya GDP to debt has risen to around 59-60% from around 45%. Yes that is a little concerning because we need to be around 50% but the we are fine because of the quality of the loans we take - we don't have a lot of commercial loans ( we retired most of them)- we have long maturing low interest loans (some 50ys tenured) - we have healthy mix of domestic loan (no forex risk) - and most of the rest are just public guarantees (about 20%) that we may never pay.

That is why our debt servicing ratio is healthy 30%.

Now let look at Tanzania. You have very low GDP to debt ratio but you have higher debt servicing ratio. You know why? Because your treasury is STUPIDLY taking in commercial loans - like 1.5B dollars for SGR smiley smiley everytime I think about it - I just laugh.

Now because of such decisions - you're spending 50% of your revenues to service debt. Leaving you with less money to pay salaries, pensions and recurrent expenditure.

When you talk about salaries on time - Kenya pays about triple (our teachers or police officers earn thrice) - and we pay them on 15-20th - way before the end month.

Debt refinancing is used by US, China and many smart countries to manage debt. You take new cheaper loan to retire poor quality aka expensive debt.

Kenya has prudent financial management team - we are doing debt refinancing to keep our debt in check.

Once we are able to LEVERAGE again - we will borrow new debt.

So understand REFINANCING AND LEVERAGING mr Clay Engineer.

Forget about kenya and deal with your Terrifying Debt to Revenue Ratio . You can cook GDP to have very low gdp to debt - but GDP doesn't pay debt - revenues does

Even with your exaggerated GDP your per capita is very slightly/ignorable larger

Kenya’s Twiga Foods has raised a total of $30 million from lenders and investors led by Goldman Sachs.

The B2B food distribution company financed $6.25 million of the funding in convertible debt and $23.75 million in equity, classified as a Series B round. IFC, TLcom Capital, and Creadev joined Goldman on the VC side.

Twiga will use the funds to set up a distribution center in Nairobi and deepen its conversion to offering supply chain services for both agricultural and FMCG products.

The Nairobi based company will invest in expanding into more cities in Kenya, including Mombasa. Twiga is also targeting Pan-African expansion by third quarter 2020.

“We’re working on French West Africa…we see significant opportunity in those markets,” Twiga CEO Peter Njonjo told TechCrunch. The company will name the new country (or countries) in the following year, he added.

Now Tanzania - an HIGHLY INDEBTED COUNTRY(HIPC) - spend 50% of its revenues servicing debts. You depend on donors to fund 20% of your budget. Donors fund 0.111% of kenya budget.

Kenya projects are continuing. China this year gaves us 1B dollars - to be spend in Nairobi Expressway - and to dualize Nairobi Eastern & Northern by-pass.Japan have given us 1.5B dollars for Mombasa port expansion, Dongo Kundu SEZ/Free port, Southern By-pass including 2 bridges 2kms long and of course the Likoni bridge (which will cost 700M). LAPSET - Lamu 3 berths done - We will probably concesion it to Chinese or Singapore - for transhipment - as we conclude oil pipeline and production with Tullow & Total - pipeline will cost 1B dollars and we expect FID (final investment decision) soon. As you chase investors away in your natural gas sector - kenya will in 2-3yrs be 'swimming' in oil money - shipping upto 80,000 barrels of oil daily.

Nairobi-Mombasa expressway is not a loan - it was PPA - but Betchel wants Treasury to guarantee it. It's under ice because of corruption and cost issues.

SGR extension to Kisumu & Malaba - We are just playing hard-ball because we DO NOT NEED the rail past Naivasha. Its Chinese and Ugandans who need it. Museveni took the pipeline to Tanzania and we are just repayin him. We have asked Chinese to fund Kisumu-Malaba (Grant) and we will fund Naivasha-Kisumu (Loan). The negotiations are ongoing. 15% of our cargo terminate in Mombasa. 60% terminate in Nairobi. The 25% that remain is mostly Kampala bound.

Now your SGR to doom is laughable. 60% of your cargo terminate right there in DarSlums. 20% probably go with TAZARA to Zambia. You took a commercial loan from Southern African bank to fund a railway that will NEVER EVER BE VIABLE. You're building a railway to carry 20% of Cargo smiley - that is max of 3M tonnes per annum going by your current annual cargo of 15m metric tonnes at Dar Port.



You have the patience of a saint! I gave up after the 10th time telling these geniuses the issue isn't the debt itself but the DEBT SERVICE RATIO,in this case 30%. But what to expect from those for whom the concept of per capita is still a mystery!
At the same time our media as usual is being dishonest with misleading headlines.
