Gov provide free land, zero taxes and free infrastructure like roads/sewage to the site - investor build many units - sell them cheaply - at prize the current tenants can afford to move in - and convert their monthly rent to mortagages. This will see at least mortgages move from 30K to a million.

Was also happy to see Ruto retained Hinga. IIRC, he has experience in a similar project in SA. I'd have been happier if Magoha also stayed in Educated min.

Hinga did well - Uhuru was too drunk to follow through. The biggest move is housing levy and pension reforms. This is what will generate a billion dollars annually needed as deposit - before big chinese type investor can come in - and risk their money.

Gov has to de-risk the private housing investors - by assuring the of free land, taxes, sewage,water, roads on the supply side - and then on demand side - they need to commit 10 percent deposit - this through housing levy charged to everyone (forced saving plan) and also unlock pension to be used as house deposit - if you have your pension plan -then of course de-risk the mortgage interest rate - by ensuring single digit interest - through mortgage refinancing. Then millions of housing units will come up - one house unit is capable of employing maybe 2 people per annum - as mason/plumbers/etc. That is huge employment opportunities - and that should take construction sector right up there with agricluture.

Once that is done - about say 2 billion dollars annually - can "unlock" 25 billon dollars.

An housing investor just need to know once they finish building - all units will be sold or bought - and that begin by ensuring house are very cheap/affordable - secondly people can raise & pre-commit 10% deposit off-plan - and then banks can lend mortgages of 1-5million kshs - at single digit - because gov will take care of extra interests.

Uhuru got a little setback with court - and went to bed with Atwoli instead of fixing the issues identified.
