I guess you do not understand the role of a ministry (commissioner) and a special assistant .

Wike could simply create an agency with the transport ministry and require weekly or. Bi-monthly feedback

In lagos we have lamata and lastma. Hiring a special assistant is basically a waste since its duplication, even quadrupling one persons job to 4.
