Executive Summary

A lot of investment opportunities abound in the oil and gas industry in Nigeria and one of
such opportunities is in distribution, storage and marketing of refined petroleum products.
Petroleum products are among the most valuable natural resources abundantly available in
our country. Nigerians and people everywhere use petroleum products as a fuel in their
automobiles, generating sets, industrial plants and for cooking purposes, thus making
petroleum products an essential commodity that is needed for the daily operations of
individual, industrial and national activities.


Nigeria being an oil producing nation however still relies on imported petroleum products
for the servicing of the economy. Such petroleum products as Petrol
(PMS), Diesel (AGO) and kerosene (DPK) are products utilized by almost everybody on
daily basis at an average of 10 million litres daily usage.

Due to increasing level of standard of living, more Nigerians are increasing the number of
cars on the road, the need for constant power supply to aid uninterrupted production of
goods and services and also for domestic use more Nigerians are increasing the demand for
fuel in order to enjoy the usage of their generating sets and industrial plants
Currently, the demand drive daily average consumption of the three main refinery product
streams is as follows:

Premium motor spirit (Petrol) 40,000,000 Liters
Automotive Gasoil (Diesel) 18,000,000 Liters
Household kerosene 13, 000,000 Liters

Thus, the need for service filling station is on the rise. More succinctly, the growing
population of car owners and increased movement of the populace from one place to
another have been on the increase lately and this has not been matched by the number of
filling stations on the up-spring, making the market under-serviced.

This filling station project involves starting a fuel service filling station in any big city in
Nigeria which will market petroleum product (AGO, PMS&DPK). The service filling station
will be equipped with modern dispensing pumps & generators.

The SWOT analysis showed that the opportunities of the business outweigh the challenges
and was concluded that fuel service station idea is healthy and feasible in Nigeria

This objective of this document is to provide information regarding investment opportunity
for starting a fuel service station in any commercial city in Nigeria.
The station would have the capacity of refueling 40 cars / hour

1.1 Proposed Business Legal Status

The legal status of business tends to play an important role in any setup; the proposed

1.2 Opportunity Rationale

Transport is one of the most essential sectors of an economy and direct customer for this
project.

This sector facilitates the peoples not only in traveling but also in the transportation of
goods and services throughout the country. The population of Nigeria is growing with the
rate of around 2.54 percent per annum which shows an increase of 5.1 Million people each
year. In order to facilitate the growing population not only the number of motor vehicle is
increasing e.g. The total number of registered vehicles within Lagos is estimated at 240,963
in 2012 compared with 210,798 vehicles registered in 2011. These figures represent an
increase of 30,165 or 14.31% over the 2011 figures, and the functional petrol filling stations
were 1,751 at the end of year 2012. By the year 2016 they would have tremendously grown
up to 2300 functional Stations and over 500,000 vehicles as a result of increasing
commercial activities and the buildings in Lagos.

Motor vehicles registered for private use in year 2012 numbered 186,429 as against 153,181
in 2011, representing an increase of 33,248 or 21.71%. Out of the total motor vehicles
registered for private use in 2012. 169,659 or 91.0% of the number were saloon/station
wagons.

The number of vehicles registered for commercial use increased from 32,490 in 2011 to
32,978 in the year 2012 representing an increase of 488 or 1.50%. Minibuses and
Omnibuses accounted for 12,966 and 764 or 39.32% and 2.32% respectively of the vehicles
registered for commercial use while saloon/station wagons including taxi cabs represented
7,357 or 22.31% of the total figure registered in 2012.

The above growth rates present an opportunity for the new entrants to earn profits by
setting up new petrol filling stations to meet the growing demand.

The capacity selection is a critical matter that should be decided through market research.
In this pre-feasibility study, the fuel service station will be capable refueling up to 40cars

2.4 Industry Growth

There has been a tremendous growth in the transportation sector as well as the fueling
station or retail outlets over the past years. Due to the growing demand of petroleum
products new marketing companies are commencing their operation.

3.0 Regulations & Licenses

3.1 License


Obtaining a license from Ministry of Petroleum and Natural Resources and
Department of Petroleum Resources (DPR) is a pre-requisite for setting-up the Motor Fuel
Filling station. The cost associated with this license is N1 25,000

3.2 Certificate (by DPR)

After the installation of the required equipment for the Fuel filling station, DPR will inspect
the working of the equipment, and once satisfied, will issue a certificate verifying that the
installed equipment is up to the required standards. The cost associated with this
certification is N1 35,000.

3.3 NOCs

No Objection Certificate will be required from the following departments prior to the
commencement of the business:

 Certificate of incorporation of company
 Approval to construct/letter of release
 Police report
 Certified true copy of memorandum and article of association
 fire report
 Current three year tax clearance certificate

3.4 Guidelines for Setting up Of Motor-Fuel Filling Stations

Basic Principles

The governing consideration is to minimize, as much as possible, interference to normal
flow of traffic on the road by vehicles using the amenity and also to ensure safety.

3.4.1 General Conditions of Sitting:

 The Clear distance between two adjacent fuel filling stations (these will also include
fuel filling – cum – service station) should not be less than 300 Metres.
 Fuel filling stations should be well distributed on both sides of the road so that
vehicles do not have to cut across the traffic to reach a fuel filling station. The fuel
filling station on opposite sides shall be staggered.
 Sitting of fuel filling stations near existing check barriers should be avoided.
They should be at least 1 km away from the check barrier.
 The distance between the tangent points of the curves of the side road and that of the
fuel filling station measured in a direction parallel to the centre line of the road
should not be less than 100 metres and the station should be located only in the
outbound direction. However, on expressway and arterial road having dual
carriageway, the distance from the junction should not be less than 300 metres.

3.5 Frontage:

For free flow of vehicles into and out of the fuel filling station, the site should permit
construction of wide entrance and exit with easy access. It is, therefore, desirable to have
the longest possible frontage, the minimum being 30 Metres. The minimum Entry and Exit
width should be 9 metres.

4.0 Project Inputs

4.1 Project Financing

The total cost of the project is N48.26 million including the working capital of N15.26
million. The sponsors of the project will contribute N9.652 million and the bank will finance
the remaining amount of N38.608 million.

4.2 Project Location

For setting up a Fuel filling station, location is the prime factor. As per the
requirements of the Federal Government, the filling station must be situated in a
commercial area. Fuel filling stations are not allowed to be installed in the residential
areas.

4.2.1 Land


A minimum of nine thousand (9000) square feet of land with at least 75 feet front opening
is required for installing Fuel filling station. An amount of N15 million has been allocated
for the acquisition of nine thousand square feet of commercial land in Lagos.
In this report, prices of commercial land in Ikorodu has been considered, however, prices
may considerably vary in the other places like Lekki or Maryland and other areas of
commercial nature

There are certain civil works required to be carried out at the proposed location. The civil
works would be carried out on an area of 2250 square feet. The rest of the area will be
floored with concrete. Civil work includes the following:

4.3 Machinery & Equipment’s

There are various foreign manufacturers providing the fuel filling station equipment. In this
pre-feasibility report, a German origin compressor has been selected. This equipment is
selected because of its low electricity consumption, higher outlet pressure, low
maintenance, durable working, longer periods between overhauls and good market repute
and presence.

The total capacity of the selected equipment is 400M3/Hr with a total power load of 93 KW.
All the Fuel filling station equipment is foreign manufactured and imported on the specific
requirement of the sponsor by the authorized agent. Usually, the equipment is delivered
within 12 to 16 weeks from the receipt of purchase order and initial payment.

4.4 Suppliers

Products will be sourced directly from PPMC, accredited marketers with reliable and high
quality products and delivery time. Suppliers such as Capital Oil, Zenon Oil, MRS, A-Z
Petroleum and a host of others will are highly recommended.

4.5 Furniture and Fixtures

Furniture and fixtures mainly include tables, chairs, sofas, fans & lights, carpet, curtains
and fire extinguishers. It is estimated that the furniture and fixtures of N150, 000 would be
purchased.

4.6 Office Equipment

Some office equipment is also required for the proposed project. A provision of N150,000
have been made for acquiring the required office equipment.

5.0 Manpower Requirement


Manpower requirement for the Fuel filling station includes manager, cashier,
dispenser, operators, accountant, security and cleaner. The total staff strength would be

This work is detailed. Great work here. For anyone interested in licensing of petrol station, I have been in the business since 2008 when I went for Internship in DPR after my ND in PTI. I have so far assisted over 200 petrol stations in Akwa Ibom and Cross River State go get either their Site Suitability Certificate, Authority to Construct, or Licence to Operate. In addition to contributing to EIA process and partnering with Leak Test and Pressure Test companies. I would be of assistance to anyone within this coverage. OP: I appreciate your great work.
