Anyway you dont know that these people went to heaven (if there is one). Essentially what you're saying is that all suffering happens because God allows it (why not just stop them from being born rather than allowing them be born only to suffer). And at the end of it all some of these people will go to heaven and some to hell (another supposed design of God) to continue to suffer.

During the Biafran war, did God deprive people of food or water? Did God cause the war? That's God being consistent in sustaining humans, but we as humans inflict these miseries you just listed on our selves, through our wickedness and selfishness.
