I think you could get Qatar Airways to apply for but it's only Valid up to 14days after which it could be extended to no more than 28 days. The link is here http://www.gov.qa/wps/portal?New_WCM_Context=/wps/wcm/connect/cnt/EN/1_Home/16_eServices/SA_ESERVICE_VISIT_VISA/ . I can't locate Qatari embassy in Nigeria.
