2. Outline the particular job duties and responsibilities.
3. Draw up a list of how step 2 fulfils step 1.
4. Outline the qualities of a person who is more likely to meet the demands of step 1,2 & 3.
5. Test and interview candidates with step 1,2,3 & 4 as the target.

I would say steps 1 & 2 are pretty straight forward but if u have any specific questions about the others go ahead.
