You need to get a second opinion from another doctor. Since treating with antibiotics is clearly not working, there might actually be another underlying problem that is preventing it from healing. Keep a close eye on blood sugar.

Drink enough water.
Don't clean the wound with spirit, buy saline drip or use dettol.
Try to keep moving. Staying in one place isn't good for the body. Keep the heart pumping blood.
