His Excellency President Mohammadu Buhari President Commander-in-Chief, Federal Republic of Nigeria The Aso-Rock President Villa, Abuja. Your Excellency Sir, Risk Caution Allowance (RCA) Over 63 Personal Refused Pay for No Reason at State House Annex Doddan Barracks, Lagos. This is to bring to your esteem notice of wrong doings and rumblings that are going on at the state house over the above mentioned subject matter It is regrettable that while your administration is making the best use of limited national resources to make everyone one happy in the period of economic recession, some people are there frustrating your strenuous efforts for God-knows reasons. The greatest concern here is that this has the tendency to demoralize the villa security operatives among which are the over 63 police officers. This is a bold-official malfeasance that has reached it’s peak, if could be practiced and tolerated at your own doorstep. To go into specifics, first, some personnel addressed as DDP Security Agency whose tenure expired with former President Goodluck Jonathan require were paid #75,000 and were not subjected to either transfer signal or replacement. Second, 400 people were reportedly mobilized in few states such as Katsina, Jigawa, Kano, Sokoto, Kebbi, and Adamawa recently and each candidate reportedly had to part with #70,000 as bribes, so they could be posted to the villas. Why were North-Central, South-South, South-West, South-East forgotten? Your excellency, this we believe is against your anti-corruption spirit and stand. This must be investigated! Third, the office of Chief Principal Security Officer (CPSO) is a duplication of the role of the Commanding Officer of the Presidential Villa security. This can be adduced from the fact that there is no history of checking or complimenting the activities of the commanding officer. This create bureaucratic bottle necks since the two offices are asserting themselves on the same responsibilities. This must be reviewed. Fourth, the Police Mobile Force (PMF) in the villa is an outfit whose leadership is driven by sentiment rather than objective goals of providing security for the state house. This could be seen in a dubious scheme of narrowing the well-intentioned RCA, where the allowance is stylishly being being enjoyed by officers from ASP rank to the rank of commissioner, in addition to other jumbo allowances, while the lower cadre is subject to many untenable excuses for non-payment. The policy criteria for payment of R.C.A is not yet on the open shelf of information to all officers and men of the force. Are these groups of people promoting your anti-corruption policy? whenever lists of beneficiaries for this allowances(RCA) are submitted, many people on the list will not be paid without courtesy of feedbacks Finally, Your Excellency, I pray you cause this matter to be investigated without minimum delay to avoid untoward behaviours among the villa security operatives for the purpose of achieving optimal performance.
