The parents should be charged.
In many developed countries parents are charged for spanking a kid or even leaving the child unattended in potential harm. The proper agencies should take this up.
The fact is, in our country the press run after the state house, they don't get the private sector patronage or sponsorship to unravel stories and the outcome of some of these deep acts of abuse as seen on social media. After the fp story there usually is no followup report.
