But he messed up and now going into exile.

I can bet that he will eventually face justice some day.

Anyone that tells you Jammeh will not answer for his crimes is lying. Even Jammeh knows this. The issue will be how grievous the offenses are. This negotiation is no longer about freeing him from his crimes (that was when he hasn't become a rebel). It is more of whether he wants to die or stay alive. The reason negotiation is still used is because of the human collateral damages and innocent soldiers that will loose their lives.

Its true you can't rule out this possibility but how are you sure the deal was not done with Nigeria. After all the UN knows Nig army is larger.
The money goest first to the country that leads the operation. You can understand why the senegalese insisted and took the leadership certainly after some behind- the-scene deals.
