please help me out here, i'm tied of buying phones for people. are there now phones which have trackers apart from sim card tracking?

You can track just any phone, consider it as an asset on which you can pop a tracking device. However, there are phones with GPS chips in them which makes them easy to be tracked even though you still have to write a tracking application.

A fone can b track'd weda itz OFF/ON, wit/without a SIM card.
The only way dat U won't b able 2track a fone is if d battery of d fone is removed.
