Project implementation unit (PIU) is an agency of government under the ministry of lands set up primarily to harness, develop and sell low cost housing units to low income earners.

This agency is a creation of the World Bank under the World Bank affordable housing scheme for developing countries, but at the end of the scheme many states that felt no need for the agency, had to scrap it, as it is a direct duplication of the duties of the ministry of lands and housing.

The states that retained the services of the PIU, Abia inclusive, used it basically for land grabbing, and sales at supposed affordable rate to the public to enhance housing development within the state capital, former Governors Orji Uzor kalu and T.A Orji funded the agency during their tenure as governors.

Typical of Dr. Ikpeazu PhD`s style of running down every institution of government he inherited. Upon assumption of office, he stopped the funding of the agency and starved the workers of their wages for upwards of one year.

Some Staffs of the agency who spoke to us on condition of anonimity said the death of the former General manager Chief Felix Ibelegbu gave Dr. Okezie Victor Ikpeazu the opportunity of appointing his relative Mrs Ugonma jimonu the acting general manager of the agency.

It is also public knowledge that Mrs Jimonu had fraudulently sold out 150 plots of land at Ikputu estate, belonging to the agency with promises that she is going to use the money to offset workers salary, but rather than use the funds for that purpose she had gone ahead to use the money to lobby the governor, the supervisory permanent secretary and others whose responsibility it is to call her to order, She is also using part of the proceeds of the said ikputu housing estate to buy favour from politicians to influence her confirmation as the substantive general manager of the agency.

The agency’s property in Umudike had been a subject of controversy ever since Mrs Jimonu assumed office in an acting capacity; she had also been running the agency on a solo capacity without recourse to management decision and structure, according to sources from the agency, Mrs jimonu has been bragging about, that nobody can relieve her of her duties, not even the governor, our source also hinted that despite series of reports being heaped against her, over her activities, the supervisory permanent Secretary Mr. Onyi Wamah has refused to call her to order or even look into her activities because of her relationship with the governor.

A staff of the agency who spoke to us on grounds of anonymity hinted that she revoked a plot of land belonging to a beneficiary and turned around to personally acquire same land she revoked, and sold the plot of land to another beneficiary, after every attempt at making the acting GM rescind her action became unsuccessful, the first beneficiary approached the court and got judgment, but the GM has also refused to either return the property or pay the first beneficiary inlne with the orders of the court.

Mrs Jimonu has proven to be above the law and she is being dreaded even by her superiors because of her relationship with the governor, the staff of the agency are lamenting that she has ran down the agency and she has forcefully and greedily acquired properties that belonged to people giving the agency a very bad reputation and that has caused the public to become afraid of dealing with the agency.
