Any states without oil and access to international water can never be more economical and develop than state with those access any where in the world, even if there is no oil but if the state have access to international water it will make it viable... For example top places we hear about in the world such as new York, Texas, California, London, Shangai, dubai, Qatar, Hong Kong, Paris, Cape Town, Rio DE Janeiro, Paris, Cairo and even Lagos in Nigeria is because of the international water opportunity the have, most of those cities are not capital but they are more developed because of the seaport access... So it's not making any sense for you to say any niger delta state is unlucky |
