All new sim card in Nigeria most be first registered before activation by Match next year with a Valid Govt. Id card. How will this go well with Nigerians?

Its a shame that after years of Nigeria existence,we have not got people that reason with their brains.How will a nation subject her citizens to provide all personal information to enable them participate in an open market in buying a SIM card when there is no Data protection laws to guide/safety for the market.
Point to note why they will fail-
1.How will identity theft be checked
2.How will fakes/Oluwole be checked
3.How will the telecom operators detect a fake proof of identity.

If they have not make arrangements for these puzzles,then i will suggest the proposal is still a WISH.

It is now official: the Nigerian Communication Commission (NCC) has given an ultimatum that all new Subscriber Identity Module (SIM) card holders in Nigeria must be registered before activation as from March 1, 2010. This is aimed at tracking the identities of subscribers, following frequent complaints of the use of mobile phones for crimes such as threat, blackmail and fraud. It will also make kidnapping very difficult as demand for ransom is usually made via unregistered SIM cards.

The commission, in a statement signed by the Head of Media and Public Relations, Mr. Rueben Muoka, disclosed that arrangements had been concluded for the commencement of registration of all SIM card holders in Nigeria and directed all telecoms companies to put necessary arrangements in place for the smooth take-off of the exercise. The commission explained that to obtain new SIMs, valid identification documents such as e-Passports, corporate/company or work place identity cards that have pension identification/tax numbers etc, student ID cards from recognised institutions, driver’s licences issued by the Federal Road Safety Commission (FRSC) and e-Tax cards would be required before registration of new SIMs is enabled. The registration process, according to the commission, would include the capture of the photograph and biometrics of the subscriber, while proxy registration would be restricted to the direct families of persons seeking registration.

The commission disclosed that the timetable for the process of the registration of existing SIM card holders would be announced later. It said necessary processes and procedures were being put in place to guarantee a smooth registration exercise. The Head of Consumer Affairs of the NCC, Lolia Emakpore, had recently disclosed that Nigeria would start requiring prepaid SIM cards to have their ownership details registered with the network operators next year. She had stated then that the registration process would start in March 2010 and would last six months, thus giving users enough time to fill out the paperwork. She had reiterated that after the period ends, non-registered SIM cards would be shut out of the mobile networks. Emakpore had stressed that “the SIM card registration is in line with complaints that the commission had gotten that mobile phones are used to aid crimes and government has instructed the commission to adopt a mode to help stop crime.

Nigeria does not have an effective database and that is why we think six months is enough to cover the six geo-political zones in the country and even get to the local government areas.” The NCC is expected to collaborate with the Nigerian security and intelligence agencies and major telecoms operators to ensure that all existing and prospective prepaid mobile phone services are registered in the country. The exercise is expected to ensure security in the sector and curtail rising incidences of criminal activities enabled by the mobile phone and ameliorate the antics of fraudsters, kidnappers and undesirable elements in the country who take advantage of the current ease of procuring SIMs to perpetrate crimes. The entry of mobile telephony in 2001 has led to an era devoid of the mandatory accreditation of every telephone line in use, leaving an identity gap. Nigeria currently has over 70 million active subscribers.
