As of today its;
1. Lagos
2. Rivers
3. Delta
4. Akwa Ibom
5. Ogun
6. Anambra
7. Oyo
8. Enugu
9. Kano
10. ?Kaduna

Lagos
Rivers
Akwa-Ibom
Ogun
Delta

Note: it's not 5 most developed states.

Next top 5 after those above is
Kano
Anambra
Oyo
Kaduna
Cross River.


If you are basing on federal allocation and IGR there's no way Ogun will come before Delta.
Delta both have a higher IGR and allocation than Ogun

I don't think you know what you are saying the most industrialized state in Nigeria is Ogun. Everyone knows that all the Nestles, Cadbury, De-united foods( Indomie) all the beweries etc are all in Ogun, state govt through Kemi Adeosun as commissioner of finance collecting tax. Even Jonathan and the British govt acknowledged that.

Now tell me how many industries are resident in Delta. Delta only beats Ogun in terms of Federal allocation not in IGR.

In terms of IGR these states rank the highest in Nigeria

Lagos
Rivers
Ogun

Here below is list of top richest state in Nigeria by IGR. The IGR of the 36 states of the federation totalled N682.67 billion in 2015 as compared to N707.85 billion in 2014, a drop of N25.18 billion or a minus 3.56 percent.



Lagos state
On the topmost of the list of the richest in Nigeria 2016 is Lagos State. Lagos State retains its number one position in IGR with a total revenue generation of N268.22bn in the twelve months of last year. Lagos State generates more IGR than 32 States combined. The latest report on IGR reveals that only Lagos State generated more revenue than its allocation from the Federation Account by 150% and no any other state in Nigeria has up to 100% of IGR to the federal largese. The report further indicates that the IGR of Lagos State of N268bn is higher than that of 32 States combined together excluding Rivers, Delta and Ogun whose IGRs are very impressive.

River state generate N82.10bn
Delta state generate N40.80bn
Ogun state generate N34.59bn
Edo state generate N19.11bn
Enugu state generate N18.08bn
Oyo state generate N15.66bn
Anambra state generate N14.793bn
Akwa Ibom state generate N14.791bn

I hope you are cleared now without the delusion of them say or how you feel. These are official figures as of Dec. 2015.
Then when you add federal allocation Delta state makes Ogun look mehh.
So you better romove that Ogun, because this is GDP and a state with these figures higher than Ogun is way beyond Ogun.

As at January when the Half Year 2016 States IGR was released, Ogun IGR was higher than that of Delta.

So there is a very high possibility of her toppling Delta when the one for the whole year is released.
