If there's no paper trail to that money, then its nobody's.
The said contract executed by amaechi and the payments made, show us the bank transactions, and how such money was released in alliquots.
Also, NIA, show us how the federal govt approved the money, and how they released it to you.
Central bank, please go and check your books.
Where are the external forensic auditors, please get them especially those ones abroad that are known to be reliable, and that would think twice before being compromised.

Until proven beyond reasonable doubt, that money is public funds being laundered.
If we find the true owner, and investigations are done and the money is legitimate, it should be returned otherwise use it in building infrastructures. Our health sector is in shambles, our education sector has gone to the dogs. That money can make a huge difference if they choose to invest it in any one of these two sectors.

Infact, it should be a crime for any govt agency/parastatal to keep such money outside the Nigerian banks/economy. What if a fire had razed the place?
