The leadership should provide for their officers before complaining:

1. Bribe - officers are not paid living wages and are left to fend for themselves in many cases
2. Money collection - this come down from the DPO who claims the lion's share of the collections.
3. Public urinating - are there functional toilets anywhere?
4. Fighting over bribe - when salary is so low, anybody will fight to augment their daily bread

My only grouse is with the leadership of the NPF: the top brass get air conditioned, huge offices with all kinds of privileges, and the field officers get merciless heat, no water, no toilet, abusive superiors, and so on.

I wish I was wealthy, I would contribute money to the officers posted to my town and build better working quarters for them. Maybe some of the abuses of power will reduce.

State policing can't work in a country where everything is basterdised...

If it is implemented, that's when we will start seeing all types of dramas, Lagos police fights Ondo police over proceeds of oil

The stupid governors will even go as far as turning their state polices into personal property and use to chase their enemies upandan

Our Federal police system is actually a very good thing: because officers can be moved and posted anywhere, there is less of a chance of being influenced by long-term relationships/friendships with the people you're supposed to police. Most importantly, governors are already too-powerful, and having the police under their direct influence (command, budget), would essentially make them sovereign powers. Having officers from all over also aids in our drive towards a more unified country.

You must be high. In a country where most people are unexposed and tribalistic you want to run state police. Lol. Good luck with that crap.
