My dear friend, having read your write up comprehensively, I must say you write well. I only have a problem with your assertion without any reference to the constitution. I have also read the argument of the acting President, Senate President and that of the speaker of the HOA. None of them made reference to any section of the constitution.

Dogara only made reference to the USA congress as regards their budget amendment.

That said, I will keep my mind open and see where this will end if the matter is taking to the Supreme court. I am not a lawyer but Acting President is a professor of Law. So also, Sagay, so i expect them to understand the interpretation of the constitution better than those Legislators.

Are you asking for authorities on the meaning of Appropriation Bill or Bill or what? It is an elementary position of the law and has been judicially noticed that the enactment of a law into law is the work of the legislature. They amend to ameliorate the mischief the law intends to correct and not to the whims and Caprice of the executive.

The mischief they have corrected is that, the budject presented by the executive in line with Buhari Economics Theory of 97% & 5%, the Appropriation Bill needs to be amended in order to corrupt the said theory in a greater extent.

your assertion is absolutely wrong. when Nass create new budget heads by editing the budget then who does the vetting on that. the system is called'maker checker'. when someone makes another checks. this means you are saying that the NASS has both powers which simply violate the principle of separation of powers.
