Reps ask Onovo to halt ejection of policewomen from barracks

The House of Representatives on Wednesday directed the Inspector-General of Police, Mr. Ogbona Onovo, to halt the ejection of female police officers from barracks across the federation.

The offence of the female officers is that they are married to civilians whom they (female officers) now accommodate in the barracks.

The House intervened in the matter following a petition some concerned female police officers sent to the House alleging discrimination against them by police authorities.

Onovo, in a December 15, 2009 circular, ordered all married female officers accommodating their civilian husbands in the barracks to quit before the end of January 31.

In a motion sponsored by a female member of the House, Mrs. Folake Olunloyo-Oshinowo, the lawmaker read the IG’s letter to the female officers on the floor of the House.

Lawmakers expressed shock, listening to Onovo’s reasons for ordering the policewomen to vacate their official accommodation.

The IG did not cite legal reasons but merely argued that it was against African culture for a woman to house a man instead of the other way round.

The Chairman of the House Committee on Police Affairs, Alhaji Abdul Ningi, confirmed on the floor that he also read the circular and was shocked.

Ningi informed the House that he immediately invited Onovo and sought for explanations but said the IG only raised “moral issues” that could not be legally-binding in the Force.

“Some of the reasons he gave were largely moral and not legal; that was where I had issues with the letter”, Ningi, a former Majority Leader of the House, added.

Olunloyo-Oshinowo, defended the motion, arguing that the police were discriminating against women.


She urged the House to ask Onovo to “stop forthwith the forcible ejection of women police officers married to civilians and refrain from all such discriminatory practices.”

She said, “This is discrimination; these women are married and they are the pillars of their families.

“Why are male officers married to female civilians? Are they going to leave the barracks too?”

“Both the male and female officer are professionals and they are entitled to accommodation on the basis of equality; why this discriminations?”

The House later endorsed the motion unanimously and directed that the resolution be forwarded to Onovo immediately.

There are codes of conduct that governor the military and police force that are not written in the constitution. If these police women satisfy the cultural and legal requirements of marriage, there is no ground for IG’s directives. However, it is the function of the police to regulate against allowing police officers from harboring touts and sluts in the barracks.

I remembered when Nigerian Police force was a thing to write home about, the married police officers have option to live outside the barracks or live within the secluded barrack areas for married officers.
