Please, i will appreciate if people can help me with small or medium business ideas that will be profitable in a University community.
I want the business to be situated outside the campus since there is massive students population residing within the neighbouring communities (Off-campus).

Start a fast food joint or a bar. If you can afford the capital, I think a gym center will also do well. You can also become a betting agent or open a football viewing center.
You can also go for anything that will make student transportation easier within the premises.
