I beg to disagree!! In the military code of conduct there's something referred to as Rules of Engagement!! Meaning, a military man, especially the Army, cannot shoot at someone unless being shot at.. You don't fire your weapon unless someone is shooting at you..
Plus even if he was truly a terrorist, are they not supposed to arrest and interrogate him?? Little wonder why they are still fighting BH for so long. They obviously lack the skills to gather information..

A Keke Napep driver was allegedly killed in cold blood by men of the Nigerian army yesterday, for reportedly causing an accident along Muna garage in Maiduguri, Borno state. According to reports, none of the soldiers who were involved in the accident sustained injuries as the Keke driver who caused the crash was killed.
