Too much money. Once we were under military dictatorship and we complained. The current civilian dictatorship is probably worse. They share the money among themselves Senators and Reps. They shuttle London, Dubai and New York, yet they cannot go to meet those they represent! One legislator was said to always hold his constituency meetings inside a military barracks! He should be ashamed of himself. A senator from Kogi, a thoroughly poor state that can hardly pay salaries of civil servants, that has no standard hospital that it can boast of.
