Can you imagine?

My dog (Chinedu) was last last week crossing my neighbour's bich. I was upstairs watching and laughing when suddenly my neighbor , an Afonja rushed in to drive chinedu off his dog (I don't even know if he has been crossing it himself) then chinedu bit his chin. They went to the hospital and they are saying Chinedu has infected my neighbor with rabies and that I will pay his medical bills and be fined. But I have decided not to pay. Please judge this matter.
