Australia used to be at the receiving end of that rule and most times lost their qualification of the world cup to South American countries who always found ways to beat them in the playoffs. I think 8 years ago, Australia became wise and petitioned FIFA to allow them play their world cup qualifying matches against Asian countries. Since then, Australia has been qualifying for the world cups at the expense of some Asian countries and even won the AFC Asian Cup in 2015.
