Also does he have to pay in full now? Or can pay half and other half after visa? Swift response will be appreciated please

You can generate the fee via paytostudy.com, visit your bank with the generated slip and use form A to do the payment.

It is worthwhile to emphasise that DIT accepts 11,000 euro as proof of funds excluding your overall tuition.
