One thing is that Erin Ile would never let Offa go anywhere, they seems to be more comfortable in Kwara, lol. Offa should have been with Osun State but how would the boundary be to place Erin in Kwara. Countries and States creations are not primaly based on tribal or language line, they have to put up better / stronger arguement if not, how many states would be created from Rivers State for instance, (Ikwerre/ Okrika / Ogoni / Etche/Abua/Ijaw/etc, etc) Having said that, I think Offa axis is not doing badly in terms of fair share of development, I dont know what is going on at Kogi ooo.
