Felicitating with who? Is this letter real?

Well, I guess many of these leaders do not have the time to go through write-ups line by line. I guess they take the correctness of such letters for a given once their aide brings it to them to append their signatures.

But then it may be a sign of haphazardness on tbe part of the governor. I think it's a rule of the thumb to thoroughly go through every document before appending your signature on them.

I blame his secretary for this if actually it's true. The secretary supposed to peruse the letter before giving it to the governor to sign. If governor might not have that time to read it.
