Does anyone know why we privatize oil wells in Nigeria but nationalize refineries?

Should it not be the other way round?

Danjuma recently confessed on how he made $500 million from his oil well and did not know what to do with it.
In fact the symbol of real connections in Nigeria is the number of oil wells you control.

Does anyone understand why this is the case? Why is the Finance Ministry, CBN, and petroleum ministry not controlling these oil wells?
