This thread is premised on the need to educate Nigerians, who are ignorant or ill-informed about the operations of the Military in a State(Country)
Many Nigerians, (probably due to Ignorance and lack of exposure) believe that the Nigerian Military must either be fighting Boko Haram or if no war, they should sit in the barracks and not do anything at all, since we are in civilian regime. I have a response for such Nigerians and this is based on empiriral facts, based on what's obtainable in advanced countries.

Was the NA right to embark on medical outreach? Answer is yes. It is not for the doctors alone. Some military personnel are trained physicians and medical experts

Can NA go to PortHarcourt and pack refuse? Answer is Yes they can, as part of humanitarian effort and community service.

Can NA go to Aba to disrupt actions that can likely disturb the peace of Nigeria as a whole? Answer is Yes. They are to protect the National Integrity.

Can the NA come to Ikorodu to stop the activities of Badoo boys? Answer is Yes. It's part of National Security.

Can the NA fight against terrorism? Yes they can. It is under National Security.

Can the NA fight secessionists? Yes they can. It is under National Security.

Can the NA fight Armed Robbers? Yes they can and they should

Military operations other than war (MOOTW) focus on deterring war, resolving conflict, promoting peace, and supporting civil authorities in response to domestic crises

The phrase and acronym were coined by the United States military during the 1990s, but it has since fallen out of use. The UK military has crafted an equivalent or alternate term, peace support operations (PSO). Both MOOTW and PSO encompass peacekeeping, peacemaking, peace enforcement and peace building.[1]

MOOTW not involving the use or threat of force include humanitarian assistance and disaster relief. Special agreements exist which facilitate fire support operations within NATO and the ABCA quadripartite working group, which includes American, British, Canadian and Australian military contingents. Cooperation is organized in advance with NATO standardisation agreements (STANAGs) and quadripartite standardisation agreements (QSTAGs). Many countries which need disaster support relief have no bilateral agreements already in place; and action may be required, based on the situation, to establish such agreements

MOOTW also involves arms control and peacekeeping.

The United Nations (UN) recognises the vulnerability of civilians in armed conflict. Security Council resolution 1674 (2006) on the protection of civilians in armed conflict enhances international focused attention on the protection of civilians in UN and other peace operations. The implementation of paragraph 16 anticipates that peacekeeping missions are provided with clear guidelines regarding what missions can and should do to achieve protection goals; that the protection of civilians is given priority in decisions about the use of resources; and that protection mandates are implemented

Overview

MOOTW purposes may include deterring potential aggressors, protecting national interests and support the United Nations (UN) objectives.

Peacetime and conflict represent two states of the range of military operations.

Peacetime is a state in which diplomatic, economic, informational, and military powers are employed in combination with each other to achieve national objectives.
Conflict is a unique environment in which the military works closely with diplomatic leaders to control hostilities; and the national objective is focused on the goal of returning to peacetime conditions.[2]

Australia
The Australian Defence Forces has turned attention to the study and understanding of a changing geo-strategic environment. MOOTW becomes more important where the options for traditional application of military instruments are growing more limited

Canada
The curriculum of Canada's military training programs includes MOOTW.[7] Canadian peacekeeping is well publicised in Canada


China

The non-traditional missions of the Chinese armed forces have evolved as an increasingly used tool of statecraft.[9]

The People's Liberation Army (PLA) established specialized forces for military operations other than war

Japan

The military in Japan is affected by Japan's pacifist post-war constitution. This affects classification of the Hyūga class helicopter carriers, which are ships of the Japan Maritime Self-Defense Force (JMSDF). The missions of these ships are limited to "military operations other than war.

United Kingdom

The prescience of Sir Julian Corbett (1854–1922) and his strategic point of view are reflected in contemporary applications of MOOTW, which extend and reinvigorate Corbettian formulations

United States

In United States military doctrine, military operations other than war include the use of military capabilities across a range of operations that fall short of war. Because of political considerations, MOOTW operations normally have more restrictive rules of engagement (ROE) than in war


Singapore
The Singapore Armed Forces (SAF) anticipates a continuing need for conventional military competence into the foreseeable future, but missions in which the use of minimal[clarification needed] force is the rule rather than the exception are expected to grow in importance

What Does the Military Do?

The military has many missions. Their primary mission of course is to defend the U.S. and U.S. interests. Looking more closely though, you can see that the military does a lot more than simply fight. Some examples of military missions include:

Rescue operations
Medical assistance in impoverished areas
Food & humanitarian relief
Security at embassies and other locations
Policing in volatile areas
Natural disaster relief
Law enforcement
Piracy and drug interdiction

The military is also the nation's biggest group of international ambassadors. As such, there is a great deal of responsibility and respect to show.

When you see them in Uyo, Aba, Ikeja, Potuskum in Yobe, Maiduguri, Okene, Elele etc, they came to do their work

There is a need for people to understand and lift themselves out of ignorance about the works of the Military in any country

There you said it yourself. People are not complaining about the operations but the manner in which they are carried out. E.g When stray bullets hit innocent passers by

People were saying they shouldn't get involved in medical outreach, as it's ultravires. Whereas, they are wrong
