dictionary.com. That's the name of the app. It has the paid and free version. But i use the paid grin....

If you open the app, click on settings and enable offline. It will then download the offline data (43MB).

Merrianwebster dictionary is the best i suggested it to everybody

English Oxford dictionary, it's free and you can use it even offline
