You are suffering from a severe psychological syndrome. Budgets of many countries are a representation of an actual revenues of everything which they have collected in a given financial year. So, please!! stop twisting facts and start to behave like a professional in this particular discourse.
so in SA,you spend all your revenue on a fiscal budget per year?,so if your revenue for a year were $50billion,you will appropiate a $50billion budget?,no buffer account?,no excess revenue account?,no national reserve account?,no investment account?,no deficit support account?,no foreign reserve account?,no supplementary fund account?,no national trust and bond account?,you just blow your money into one budget?.little wonder your president is always carrying a presidential begging bowl to BRIC to give him money every time, they will soon start putting a travel ban on him,the way cameron is currently doing.

All governments are non profit making organisations. why would they keep profit. All the money collected will have to be declared on a budget speech as well as the surplus of the previous budgets which normally occurs when any departments underspend their budgets, all of that will have to be collected and remitted back to the treasury.

@Evarn must start to ask himself why is the government of SA is doing more for its citizens despite being marred by chronic corruption.

-Building of massive infrastructure by the government and not the private sector
-Free healthcare
-Social services ( pensions, grants to children and terminally I'll.
-Road accident fund
-Free housing
-Power provision
-Free water supply and sewage, etc

The above mentioned amenities are all that Nigerian government cannot afford to give to its citizens free of charge because of their limited financial muscle. Nigeria might have bigger economy, but cannot match SA revenues, not even close. Thank you!!!
if the nigerian wanted to start giving free gifts to its citizens, they did do it conveniently.but unlike SA,nigeria isnt a country of lazy freeloaders, infact if the government today decides not to allocate a budget anymore, the citizens will start making their own budgets and pooling together their revenues!

So, all European countries are including America and Canada. All of those countries give all those services to their citizens because they have much bigger financial muscle that afford them to do it. By the way SA has now been cut out from receiving foreign aid excluding in matters of HIV/AIDS.

wow...tell that to china, russia, georgia etc. where most of the companies are government owned, the government practically controls the industry.so in your mind china's government is a non-profit organisation?,oh i pity your ignorance,i am practically getting embarassed on your behalf.the nigerian government has stakes and investments too.sorry dear.try again.

Meanwhile...

Today the CIA World Factbook points out that 62% of Nigeria’s 170 million people live in extreme poverty. Seventy percent are below the poverty line. Government revenues are $23 billion-plus annually.

SA is the first country in the world to give free National Health Insurance, which Nigeria cannot afford to give to its citizens. The programme itself in SA will cost more than what Nigeria can collect at any financial year.

So, tell me now " who has more money?"

Why the long debate?

It says clearly that nigeria's revenue is $23 bn annually? We have got the answer from the source, now what value does the debate add if it's not disputing the data from the world fact book?!

SA government also owns numerous companies (SABC, DENEL, ESKOM, SAA, TRANSNET, POST OFFICE, etc) but that does not mean that it makes profit. Governments are non-profit making organisations.

nigerians detest free things,it makes them suspicious, even the oldest dumbest illiterate in the country will take a tentative sniff before taking a bite at such gifts.we rather prefer to work in order to put food on our table.notwistanding,we have free water, schooling{up to secondary level},vaccines and healthcare{at government owned hospitals} etc.of course no one wants to give SA grants and aids to squander anymore, even with all the aids given to you,you guys still patronize violence, assasination and robbery!

Governments are not run like private companies. They make revenues and not profits even though they seem to mean the same thing, but there is a thin distinction between the two. The government's involvement in the running of industry is dependant on two aspects, viz, political will and lack of potential investors. Governments run industries in case they want to nationalise such services or if there were no investors to run such big entities or enterprises.

That's untrue, no poor man can ever detest free things in this world. Your government cannot just afford to provide them. Period!!

we are saying the same thing love,a government can run an enterprise so far they are not profit but revenue based, which means they wont be as aggressive in their market domination strategy as the private own companies.see, simple common sense settles it!

Dude, all known sources say your govt only has a revenue of some $23 or so billion.

Poor taxation, poor tax-structures, double accounting, off-shore havens etc are all to blame for low revenues

Pity your $80 billion can't buy you aviation fuel or Tents for your troops in the DRC.

Not all services run by the government are excellent, sometimes, if not, most services run by private sector are better sustainable than public services. This, however, will bring competition between public schools vs private schools; public hospitals vs private hospitals; etc.

haha..thats probably why zuma cannot go to britain for the innovaBRICS event, instead of him to begg an african brother{nigeria} for fuel,he is busy forming familiarity.i know if he asks jonathan nicely,he will dash him a few gallons of jet fuel,he's kinda nice like that.but zuma is proud dude, because i see no harm in him pleading for a few keggs of fuel.

SA revenues hit over $100 billion. SAA which is state owned can afford to buy jet fuel anytime. The government of SA manufactures jet fuel, so I really fail to crasp your drift.

moreover, SA soldiers live better than any soldiers deployed to DRC. many contingents in the DRC live in just ordinary tents and SA soldiers live in weather havens similar to those used by the US soldiers and they only want to live in those tents other than ordinary tents used by many contingents such as India, Tanzania, Malawi and others.

hm..perhaps,but such actions could be needed in some cases to prevent monopoly of a particular commodity in the market...and also encourage healthy competition, and bringing down price of such commodity.

That's what we call regulations. Government regulate the market and competition as well as the price of commodities and impose heavy penalties whenever prices are fixed.

indeed...but isnt it more industrial for the government to regulate the market by participating in it?,wouldnt that generate more revenue and be a more effective mode of deterrent?

It helps but sometimes not. Privatisation and outsourcing is just as important as nationalisation.

Revenues generated by state owned entities do not necessarily go into the state coffers. Revenues remain with the company to sustain it to continue providing services.

they would be suspicious because the government hasnt given the free gifts before, from 1960-Now they havent distributed free handouts ever before, why start now?,they would wonder about the motive behind such seemingly benevolent actions, they would consider it a waste of public funds by a cacus of greedy wide-throated politicians to provide a measly meal that would eventually be flushed down the toilet, instead of constructing new roads, railways, airports, university, hospital etc.it just isnt in the nature of a nigeria to accept free gift without smelling for a fish.

"Free services" are often given out by governments who can afford to... Don't expect such from governments who can't afford, i.e. the Nigerian government.

It's not like Nigeria doesn't aspire to follow South Africa's example anyway. They just don't have the money and the vision.

This all started with a clear story of Nigeria's revenues of $23 bn, which hasn't and can't be denied.

Look at what they are talking about below.
