There are many things to consider in construction, HSE, QA/QC and construction sequence. You cant over employ to meet target because that might be diminishing return and not all activities can be done at night if you choose to work day and night. Concrete need 21days for perfect curing before load will be placed on it. The escalators, lifts, HVAC, glazing works can only be done only when the structure has taken form. The only way to achieve near completion for such project is if the employ precast system. They need to precast most of the columns, drain system and if possible the floor.

So that mall can't be completed in 12months with adequate fund?

Such mall can't be completed within that time frame.
It is easy to complete 1000 bungalows with finishing in one year than to complete Dubai mall in one year.
Even the underground car park will take minimum 3 months to complete before starting of the main structure. The car park alone is more than two football field.
