1) STATE HOUSE, MARINA, LAGOS


State House, Marina in 1905

State House, Marina, Lagos was built by the Colonial Government in 1882. It served as the primary residence of the Head of State of Nigeria (Governors, Governors-General, President and Military Head of State) between 1882-1967.


"The motor at last turned in through the big gates and confronted the solid, square, white, two storied house which was to be Lugard's headquarters for nearly six years. It was already some thirty years old and has changed little in the succeeding years. Lugard's office was in front, over the porch, looking over the harbour."

The Governor General was the representative of the Queen/King and thus he was treated like royalty. He usually lived in a mansion called government house, had an official Rolls Royce and people bowed to him at state occasions. However, not everybody was happy with the accommodation.

Government House at Zungeru, capital in 1906 of the protectorate of Northern Nigeria, could scarcely have passed muster as a third-rate hotel in London or Los Angeles but to Constance Larymore, wife of a district officer coming in from a remote outstation, here was a “veritable oasis in the desert, luxuriously furnished with costly English furniture, soft carpets, bright chintzes and silk curtains, and fitted with electric light.” 29 Lugard, later arguing for moving his headquarters from Zungeru to Kaduna, condemned the same building as intolerable 30, a level of abuse reminiscent of Sir Richard Burton's abrasive description of the equivalent building in Lagos as “a corrugated iron coffin or plank lined morgue, containing a dead consul once a year.” 1861

State House, Marina in the 1910s.

State House, Marina was one of the social centres of Lagos in the late 1800s and early 1900s. The Governor/Governor-General regularly held many dinners, lunches, tea and garden parties for sections of society, such as the Ladies Auxiliary.

State House, Marina was also the centre of political power in Nigeria. The Nigeria Council and the Legislative Council met here. Discussions that led to Nigeria's independence were held here. It was at one of such meetings that Chief Mbazuluike Amaechi (A.K.A The Boy Is Good) saved the life of Nnamdi Azikiwe. According to Chief Amaechi:

It started in 1957, during one of the series of conferences agitating for independence. A meeting was to hold at the residence of the British Governor of Nigeria, Sir James Robertson at Marina in Lagos. The leaders of the three main political parties in the country then were to come with their delegation for one of the sessions of the conference.

The Sardauna of Sokoto was the first to arrive with his team. He drove in. Awolowo was second to arrive with his team. He drove in. Then I was in the NCNC team, and we were going with Zik. Zik was riding in his official station wagon vehicle. Then there was a very large crowd outside the gate of the Government House, Marina. And as Zik’s driver was trying to drive into the gate, a big stone landed at the side glass of the car, shattered the glass and we were wondering what happened.

Then I was driving with Fred Anyiam in my car and we all stopped for him (Zik) to go in first and then we followed. Then I noticed that a young man emerged from the crowd pulled a long sharp double-edged dagger under the lapel of his suit. He dashed forward to stab Zik on the chest. So I said to Fred Anyiam this is assassination, this is assassination. Then I jumped out of my car and charged at the man. And then the white police officer there looked the other way while this was happening. He didn’t feel any concern. As the man raised his hand to stab Zik, because his driver had stopped, I held the man by the hands. We were struggling and he wounded me on my finger and tummy. And as we were struggling the police looked unconcerned. Then I raised an Igbo war cry: Igbo nozikwa eba, Igbo nozikwa eba (where are the Igbo? Where are the Igbo?). So one Inspector Chukwuma from Eziowere in Anambra State dashed out and with a long baton he knocked the man on the head and elbow. The dagger fell on the ground. He stepped on the dagger. Then I shouted to Zik’s driver to keep driving. Then Sam drove in and they shut the gate and then arrested the man.

I was taken to the general hospital in Lagos because it was nearby and they treated me there. One Dr Ofili, an Igbo lady doctor, attended to me.

At one political rally, Zik relayed what happened. He narrated how my timely action saved his life and said, “the boy was really good.”

Major General Johnson Thomas Umanakwe Aguiyi Ironsi lived at State House, Marina when he was the Head of State and Supreme Commander of the Armed Forces of the Federation of Nigeria. Supreme Military Council meetings were held at State House, Marina at this time.

I used to call this room the picture room. At the time this picture was taken it had pictures of African leaders hanging on the wall, but in later years it would have pictures of all past Nigerian heads of state.

Security was dramatically increased around State House. Ironsi was worried that either supporters of Ifeajuna/Nzeogwu or angry northern soldiers would try to kill him, so he surrounded State House with defensive weapons (including artillery guns). There were rumours that he went across the marina and went to sleep aboard a navy warship every night, only to return to State House the next morning.
Colonel Yakubu Gowon mived into State House, Marina after Ironsi was overthrown. There's a famous photograph of him arriving State House for the first time as Head of State and Supreme Commander. I once had that picture, but I can't find it anymore.
General Gowon felt that State House, Marina did not provide enough protection for the Head of State, so, on the eve of the Civil War, he mandated Joseph Garba (Commander of the Federal Guards/Brigade of Guards) and Murtala Muhammed to find a more suitable residence for the Head of State. It was at this time that the seat of power moved from State House, Marina to State House, Ribadu Road, Ikoyi (also known as Dodan Barracks).
State House, Marina continued to be used for state occasions after the Presidency was moved to Ikoyi. It was primarily used as a guest house for visiting heads of state, a place where national honours were awarded, for welcoming ceremonies for visiting heads of state and government, as the place where diplomats present their letters of credence to the Head of State and the venue for state banquets and parties.
US president, Jimmy Carter, stayed at State House, Marina when he visited Nigeria in 1978.He wrote about how much he loved State House, Marina (I can't find the website anymore). Here's a link to the US President's official diary of his trip to Nigeria. www.jimmycarterlibrary.gov/document...
State House, Marina was also offered to Prince Charles and Princess Diana when they visited Nigeria in 1990, but they opted to stay aboard the Royal Yacht Britannia, which was moored opposite State House.
Welcoming ceremonies for visiting heads of state and government (21 gun salute, review of the troops, etc) were usually conducted at State House, Marina during the Babangida era. Prime Minister Margaret Thatcher (1988), King Juan Carlos (1989), and President Robert Mugabe (1990) were all received there. Prince Charles and Princess Diana were also received there in 1990.

Notable Nigerians have also been honoured here. For example, national honours were presented to members of the victorious World Golden Eaglets by Major General Buhari at State House, Marina in 1985. President Babangida also honoured Professor Wole Soyinka at State House, Marina in 1986, after Soyinka won the Nobel Prize for Literature. Dr Nelson Mandela was given the national honour of the Grand Commander of the Federal Republic by General Babangida at State House, Marina in 1990.

But most of all, State House, Marina has been the venue of numerous state dinners, lunches and other such banquets. Mrs Babangida regularly hosted parties for children at State House, Marina during children's day and independence day celebrations.

Security around State House, Marina was very light during the Obasanjo era (1999-2007) and was provided by members of the Nigerian Legion (and sometimes, a few mobile policemen).State House, Marina was rarely used at this time. A condolence register was opened there for the late first lady, Stella Obasanjo. The mansion was renovated by Julius Berger and it was painted pink (it had been brown for much of the 1980s and '90s).

It seems that President Goodluck Jonathan prefers State House, Marina to State House, Dodan Barracks. The love affair seems to have started during the Nigeria at 50 celebrations when he hosted dinners at Marina for the business community and the entertainment industry. He now stays at State House, Marina whenever he is in Lagos. He received the British Prime Minister, David Cameron at State House, Marina in 2011 and he also received the US Secretary of State, John Kerry at this same venue in 2015. Security around State House has been considerably increased. The fence has been topped with barbed wire and surveillance cameras and flood lights have been installed. There are usually army or mobile police units on Cable Street and Marina Street.

Location/Power Zone
State House, Marina is in a neighbourhood that is filled with important and historical government buildings. If you walk down Marina Street (towards Ikoyi), you would see the following buildings: -
a) NECOM House (also known as Net Building or Nitel Building) :- This used to be the Lagos Cable House (1886 onwards). The Federal Government then built NECOM House, which was the tallest building in West Africa when it was opened in 1978.
b) State House, Marina: - Across Cable Street from NECOM House is State House, Marina, a colonial style mansion. There's an absolutely beautiful garden in front of the mansion and it's fill with beautiful sculptures and decorative lights. The mansion was originally white, but it was painted brown and white sometime in the late 1970s and then painted pink and white in 1999.The Nigerian Coat of Arms is carved into the wall of the building, just beneath the balcony.

The Head of State's office is just above the main balcony. There is a Council Chamber, which was the venue of many Executive Council meetings. Diplomats often presented their letters of credence to the Head of State in the Council Chamber at State House, Marina even after the Presidency had moved to Dodan Barracks.

The video begins with the arrival of Major General Babangida. He addresses members of the diplomatic corps at the council chamber within the mansion. With him are the Chief of General Staff, Commodore Ebitu Ukiwe and the Minister of Defence and Chairman Joint Chiefs of Staff, Major General Domkat Bali.
We then see the gate of State House, Dodan Barracks as the President's motorcade enters. Then we see the Council Chambers at Dodan Barracks (the main chamber). General Babangida swears in members of the Armed Forces Ruling Council and addresses them. With him are -

State House, Marina has the same type of gates and arches as State House, Dodan Barracks, but the arches at Dodan Barracks have the nigerian coat of arms on them. The front gate (on Marina Street) faces Lagos Harbour and opens up to the beautiful garden in front of the mansion. The side gate (on Cable Street) is directly opposite NECOM House. There is a back gate that is right opposite St Saviours Anglican Church. This gate does not have any arches and is a normal regular gate. It's usually used by the staff. This gate is near the enormous generator house and the staff quarters.

State House Marina and State House Dodan Barracks have the same type of arch over their gates, but two of the arches at Dodan Barracks have the nigerian coat of arms on them.

The fence used to be brown; but it was painted red around 1999. In the past four years the fence has been topped with barbed wire and surveillance cameras and flood lights have been installed in the compound.
Between the mansion and Cable Street (in the same compound) is an administrative building.

On the other side of the mansion is a lawn tennis court, or rather was a lawn tennis court. The tennis court is now a bare lawn on which garden parties are hosted.

The video shows the arrival ceremonies at the airport, motorcade to the National Stadium, civic reception at the stadium (performances by Onyeka Onwenu, Sonny Okosun, Christy Essien Igbokwe, etc) and finally the state reception on the lawn at State House, Marina.
c) Lagos House, Marina: - The next compound contains the Lagos House, Marina. People always confuse Lagos House, Marina (which belongs to the Lagos State Government) with State House, Marina (which belongs to the Federal Government). See more about Lagos House, Marina below.
d) Flag Staff House: - This building used to be the Prime Minister's residence during the First Republic. Sir Abubakar Tafawa Balewa was kidnapped from this building during the first coup. The Senate President, Joseph Wayas, lived here during the 2nd Republic (1979-1983). The building became the Flag Staff House in 1990 when Major General Sani Abacha, who was the Chief of Army Staff for much of the 1980s, refused to vacate the old Flag Staff House at 1, Glover Road, Ikoyi when he was elevated to the position of Defence Minister. The new Chief of Army Staff, Major General Salihu Ibrahim, complained to President Babangida and the President gave him the former Prime Minister's residence to stay in. The Flag Staff House became Defence House and the former Prime Minister's residence became Flag Staff House.

e) Finance Minister's residence: - Across Force Street from Flag Staff House is the former residence of the Finance Minister. Chief Festus Okotie-Eboh was kidnapped from this house by coup plotters on January 15th, 1966.
f) Parliament/National Assembly: - Across the road behind State House Matina was the Race Course (now Tafawa Balewa Square) and beside Race Course is the old Parliament building. This was the seat of government during the First and Second Republics. The design of the parliament building is very similar to the design of the Council Chambers at State House, Dodan Barracks.

g) Our Saviours Anglican Church/State House Chapel: - Directly behind State House, Marina is Our Saviours Anglican Church (formerly St Saviour's Colonial Church). This used to be the State House Chapel during the colonial era. The Governor General, Sir James Robertson, worshipped here and service never commenced until he was seated. His presence was the last link of the church with officialdom. It has been detached from State House and is now a full fledged church in its own right.

h) Federal Secretariat: - The old secretariat (during the colonial era and First Republic) is further up Marina/Broad Street. The secretariat was later moved to Ikoyi (near Dodan Barracks) before it was finally moved to Abuja.
I) Cathedral Church of Christ, Marina: - This is further up Marina Street. This was the venue of church services that were held to mark major state occasions. Queen Elizabeth attended service at this church when she visited Nigeria in 1956. General Gowon's wedding was also held here.
Road Closures.
I remember when you could drive in front of State House (from Marina to Onikan). The first semi-permanent road closure that I remember was the detour that was set up after the fire at NECOM House in 1983. it was felt that it was not safe for traffic to pass in front of State House and NECOM House, so traffic was diverted away from the area for many years. The road was reopened sometime in the late 1980s. It was closed again when the former Prime Minister's residence was converted into Flag Staff House in 1990. The road in front of Flag Staff House and Lagos House had been walled off. You can still see the road in front of State House, but it has been cordoned off and teams of mobile policemen and sometimes soldiers, have been stationed there.

I have included Lagos House in this writeup because people often mistake it for State House Marina. Lagos House Marina belongs to the Lagos State Government, while State House Marina belongs to the Federal Government. It was the residence of the First Assistant to The British Governor during the colonial era. It was also the residence of the Minister of The Federal Capital Territory/Lagos Affairs during the First Republic. Military governors of Lagos ( Mobolaji Johnson-Ebitu Ukiwe) also lived here. The military governor's office was on King George V Road, while the council chamber was on the site where the headquarters of the Zone 2 Police Command currently stands. The City of Lagos was the capital of Lagos State at this time.
The capital of Lagos was moved from The City of Lagos to Ikeja in 1975 and thus the Governor took up residence at State House, Ikeja (Isaac John St, GRA). Lagos House, Marina was still occasionally used for some state activities. There was very little security around it at this time. Children had boys scout meetings there. Lagos State governors from Jakande to Marwa all lived on Isaac John Street in Ikeja GRA.

On December 16, 1996, a bomb exploded near the motorcade of the Lagos State Governor, Colonel Mohammed Buba Marwa, as he was on his way to work. The bomb destroyed the last car in the motorcade, killing Corporal Olusola and blinding Lance Corporal David Umoh.. The bomb also damaged parts of the Sheraton Hotel and injured a passerby, Akpata Collins. Marwa thus felt that he needed extra security, so he wrote to General Abacha to ask for permission to move to Lagos House, Marina (State House, Ikeja GRA is right beside the street, while Lagos House, Mariba is in a more secluded area. There is also the added protection provided by Flag Staff House, which is like a fortress). General Abacha approved his request. Lagos State Governors have lived at Lagos House, Marina since then. State House, Isaac John Street, Ikeja GRA became the Lagos State Governor's guest house.
Lagos House Marina fell into disrepair in the 2000s (it's an old house). The roof caved in c2006 and the Lagos State First Family had to be evacuated to State House, Isaac John Street, Ikeja GRA. The mansion was eventually rebuilt and reopened in 2007.

The administration of Governor Mike Akhigbe started constructing a new Lagos House at Alausa in Ikeja in 1987. The complex was completed by the Tinubu Administration in 2007. It was meant to serve as both the Lagos State Governor's office and residence. The new Lagos State Governor, Babatunde Fashola, was expected to move into the complex, but he chose to stay at Lagos House, Marina. The governor's office moved to the new complex, while the Deputy Governor inherited the old governor's office (known as the Round House ).

The stretch of road in front of Lagos House and State House was always open to the public until 1983. The first road closure occurred between 1983-c1987. This was because of the fire at NECOM House. The street in front of NECOM House and State House was cordoned off for safety sake. It was reopened to the public in the mid-1980s, but was closed again in 1990 when the Prime Minister's residence became Flag Staff House. The old Flag Staff House at 1, Glover Road, Ikoyi was at the bottom of a cul-de-sac and was hidden behind lots trees. The former Prime Minister's residence, by contrast, is right beside the road (Force Road/Marina Street). So the Army cordoned off the street. The portion if the street that's in front of Lagos House was also cordoned off when Colonel Marwa moved to Lagos House in 1997. Those sections of the road have since been walled off. The road in front of State House, Marina was still open to the public until quite recently. However, a removable barrier was put there in 2012 and the place has been closed to the public since then. It's usually manned by mobile policemen, LASTMA officials and sometimes, soldiers.
