If you do welcome back, you lose all your contacts.

With the IMEI I can track the Phone, any simcard inserted or any social media account runs on it will pop up my email. Quite expensive service though...

In the place I am currently, somewhere in north east Nigeria, you just go to the police, pay 5k and within 2 weeks you will be called to collect your phone. 2 of my friend's phones have been tracked like that.
