Nigeria is being paid by European Union to take as many Africans as possible from Libya to Nigeria. Majority are not Nigerians but, greedily or Big-brotherly, Nigeria accepts these people. If you're in doubt, research and you'll see that Uganda and Rwanda are being offered similar financial insensitive to take in migrants.
