Which revenue should not make them borrow? Didn't you read where I mentioned that Nigeria lost 60% of it's revenue generating capacity from oil? The savings from reduced imports, payroll sanitization, increased returns from FIRS, NCS etc, can only cushion the impact of fallen earnings, but cannot match it.
