Heat in water is conducted to the gas to raise its temperature and as a consequence, its pressure, so that residual gas that was in the cylinder could be used. This is very crude and dangerous nevertheless because water will gradually corrode the surface of the cylinder. As you can see, the cylinder in the picture is already rusting

No, I am an electrical engineer.

I checked online, people actually do this in India, they put the cylinder in a bowl of hot water to maximize use.

But, it's a very dangerous practice, why because too much pressure will blow up the cylinder. You would need to monitor with a pressure gauge. Even with that it is not advisable, pressure can build up very fast.
