2. Debt owed when money has been drawn down. If the toll was used in part to fund the construction of the Road WHILE THE ROAD WAS BEING CONSTRUCTED, what was the money drawn down used for?
The contract sum was N54.5B for 49km of road. Lagos is owing N40B when only 19km out of 49km has been constructed in spite of ongoing toll collection since completion of first 2.5km section (Falomo to Admiralty Circle).



3. Why and How did Lagos State Determine that expanding the pre-2010 road by only two lanes would be better than providing a robust 10 lane expressway like the Abuja Airport Road espescially given the potential volume of traffic in the Lekki area?



4. How come the 10-lane Abuja Airport road (including pedestrian and road bridges) constructed by no less than Julius Berger cost lower (comparatively with increased work) than the 2 lane expansion on the Lekki Epe Road.

5. Why Did Lagos State pay LCC N6B to buy back the concession which still included a hefty debt component?

[Rather, the government said it is engaged in buying back the rights pertaining to the concession ahead of the 30-year period stipulated in the Design,

6. Why Did Lagos State increase the Toll on the Road (via an organisation it now owns in totality - LCC) when increase of toll was the main reason given for buying back the concession?
[On 28 August 2013, LSG announced that it would buy back the Lekki-Epe Expressway concession rights by purchasing all LCC’s shares.
The reasons LSG cited for this were:
? assumptions underlying the Concession Agreement changed ‘drastically’, including devaluation of the Naira and increased construction costs.
? LCC intended to increase tolls at the Admiralty Circle plaza, from N120 to N144 for cars, and introduce tolling at the Conservation and Campus plazas.

7. Why has the alternate 6km Coastal road (which was a prerequisite for the Express Road) not been constructed to date?

Project consists of the following:
1Rehabilitation and widening of 1st 23km and rehabilitation of the last 26.5 km of the 49.5 km Lekki to Epe expressway in the Lekki corridor in Lagos city,
2Building of a new ramp at Falomo junction to carry right turning traffic onto the Falomo bridge
3Building of new foot bridges along the right of way to carry pedestrian traffic hence improving on road safety for pedestrians
4Building of the 1st 6km of the coastal which itself is contingent on the construction of the coastal defences by Lagos State Government
5Rehabilitation/building of 10 inter-connecting roads between the expressway and the coastal road]



8. Why did the Governor not make Public the fact that when he suspended tolling of the Road in 2009 that Lagos State STILL paid the concessionaire for loss of revenue during the period?

[The concession agreement provides for three toll plazas. Each was to be opened after completion of construction works on the associated road section.
Tolling was planned to commence at the Admiralty Circle toll plaza (Section 1) on 3 January 2010.
However, LSG requested that LCC delay tolling and, on 30 December 2010, LSG announced an indefinite postponement of tolling, citing residents’ concerns
and the need for an alternative route. LSG agreed to provide ‘shadow’ toll revenues to compensate LCC for the loss of revenue.

9. If AfDB provided funds that are now being owed, where are the funds the Local financiers provided and what were these funds used for in the light of the non-completion of the remaining 23km of the road? and how come the proportion of
completed road roughly tallies with the amount of finance AfDB provided? What were the tolls used for?




10. Why is the Ikoyi Link Bridge built with Tax Payers Money being tolled when it is not a PPP?

Lekki Toll gate is a quagmire and Bazzaar of mind boggling corruption that Fashola needs to go on trial for ..The people and resources of Lagos state have been raped and raped with so much disrespect and corruption at that place so much that no one even understand the arrangement there any longer like who and what is LCC and what are they even doing there since their contract was bought back at 7 billion naira even though they failed to meet the terms of "specific performance " as guarantees by the concession contract .
