Money was refunded after several emails. I requested for the money to be sent to another PayPal user's account. A form was sent to me by PayPal (an agreement form) absolving them of blame if the recipient plays wayo. Took me almost two years to get it though. Good luck!

Tell them you are not resident in that country anymore. You will be provided with other options of withdrawal. Be consistent with them and always take note of the initials of the person who replies you,that way you edit the subject of the email with Attention (input initials).
