The transfer windows are open for graduates of Nigerian higher institutions and foreign Students to decide where they would be serving their country. Out of 36 states, some are ruled out by Corpers because of insurgency, failure to pay allowee, lack of job opportunity after service, bad governance, unfriendly host, far from home etc .
