Get real, man.

Who pays 450k for a plot, 300k for development levy for each plot, or 3million for an acre for land that is exclusively for farming (means a payment of 1.8m development fee per acre!) ? Even Dangote won't buy such land for agriculture, I assure you.
That the land has been registered and certified for agricultural purpose makes it cumbersome for anyone who buys now, with a view to converting it to other use later (such as residential, school, healthcare facility etc) in future.

Except he is trying to sell residential plots, or he and the firm he represents are going to farm narcotic plants or some precious metals on the land.
