I don't think anybody can give you an estimate because housing differs.
- Soil type (dry. swamp etc)
- area (certain Ares will command higher labour costs and material costs)
- Finishing (Two houses could look the same but vary differently in cost, average finishing or Top Quality).
- How many room duplex, 5 or 7room
This 4 factors will tell a lot on the estimate

.first I want to say I am not a builder or an Engr, however based on what I have heard around.
Budget a minimum of 15million to a maximum of 25million.
