Its a death sentence passed by the council of Ulama (Islamic scholars) on anyone that they deemed enemy of Islam.

In most cases, they dont give room for fair hearing (You can hardly win anyway, since the accusers are also the islamic judges most times) as the accused may not even be aware of the sentence or his offense nor be an adherent of the religion.
