An immigration visa allows him to live permanently in the US so presumably would require more background info. Similar to what you would need for a green card or naturalization.

'Employment immigration' refers to PERMANENT Workers. Much harder type of visa to get. Bemeruca would have applied as a non-permanent or Temporary worker.
